Pennsylvania Housing Agency Sells $478M in Bonds for Affordable Mortgages
PHFA closed a $478 million bond sale aimed at expanding mortgage access for thousands of Pennsylvania homebuyers.
The Pennsylvania Housing Finance Agency announced Wednesday the successful sale of approximately $478 million in Single-Family Mortgage Revenue Bonds, proceeds from which will be directed toward expanding affordable homeownership across the state.
The bond sale is designed to generate capital that PHFA will channel into mortgage financing for thousands of qualifying homebuyers in Pennsylvania, the agency said in a statement issued from Harrisburg. The move represents one of the agency's ongoing efforts to address housing affordability pressures that have constrained first-time and lower-income buyers in recent years.

Mortgage revenue bonds are a common public finance tool used by state housing agencies to raise low-cost capital in credit markets, which in turn allows them to offer below-market interest rates to eligible borrowers. The structure enables agencies like PHFA to serve populations that conventional lenders may not prioritize.
PHFA has historically been a central pillar of Pennsylvania's housing assistance infrastructure, administering a range of homeownership and rental assistance programs statewide. The successful placement of this bond offering signals continued investor confidence in the agency's credit quality and its mission-driven lending programs.
